POSITION SPECIFIC REQUIREMENTS 
Individuals who meet the following requirements and criteria will be eligible to become Rescue Specialists. The intent of these requirements is to select personnel fully capable of providing the rescue tactics and techniques required in a disaster environment. The requirements and criteria for the position are identified in the following categories:
•    Knowledge
•    Skills
•    Abilities

Knowledge
1.    Knowledge and understanding of basic construction types, materials and methods;
2.    Must be knowledgeable of safety considerations during USAR operations; and
3.    Must be mechanically-inclined and have experience with hand and power tools.

Skills Desired
The Rescue Specialist should:
1.    Be proficient in the skills required at the Technician Level for Structural Collapse as outlined in Chapter 5 NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents;
2.    Be proficient in the skills required at the Technician Level for Rope Rescue as outlined In Chapter 6 NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents;
3.    Be proficient in the skills required at the Technician Level for Confined Space Search and Rescue as outlined in Chapter 7 NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents; and
4.    Be proficient in the skills required at the Technician Level for Vehicle and Machinery Search and Rescue as outlined in Chapter 8 NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents.

Abilities
Rescue Specialists must have:
1.    The ability to effectively communicate orally and in writing; and
2.    Be able to deploy by ground or air (fixed or rotary wing).

DESCRIPTION OF DUTIES
A Rescue Specialist is responsible for carrying out the Rescue Team Manager's strategy for extrication of patients during incident operations and training. The Rescue Specialists report to the Rescue Team Manager . Rescue Specialists are:
•    Responsible for implementing technical skills and operating equipment necessary for completing the rescue portion of the action plan; 
•    Performs rescue operations under the direct supervision of a Rescue Squad Leader and provides periodic progress reports as needed; 
•    Responsible for the applications of appropriate rescue tactics and techniques including rope rescue operations, confined space rescue, shoring and stabilization, breaching, victim packaging and extrication; 
•    Responsible for the safe and effective operation and maintenance of rescue tools and equipment; and
•    Performs additional tasks or duties as assigned.
